Framework Assists Illinois with the Balancing Incentives Program

The federal Balancing Incentives Program (BIP) incentivizes states to increase access to non-institutional long-term services and supports (LTSS) through a short-term increase in Federal Matching Assistance Percentage (FMAP). Federal requirements outline the structural changes states must implement to qualify, including No Wrong Door/Single Entry Point (NWD/SEP), uniform assessment instruments and conflict-free case management.

The Framework Project Management Office is working with the Department of Healthcare and Family Services BIP team, the Department of Human Services and the Department on Aging to create a draft version of a detailed system design.

The Framework has also allocated stakeholder engagement resources to HFS’ BIP team through the Illinois Public Health Institute (IPHI).  IPHI is supporting HFS in conducting a series of meetings to solicit feedback from providers, clients, state employees, advocates and other constituents on functional assessment, No Wrong Door, and other federal requirements.

On January 30, 2013, the Governor’s Office of Management and Budget issued a Request for Proposals for a Uniform Assessment Tool, which will be part of the BIP design.
