Planning: How will the State design the Framework?

Phase One: Laying the Groundwork for an Enterprise

The first phase of the Framework largely focused on establishing the foundational elements of an enterprise that will serve as the basis for the Framework’s ongoing planning, governance and stakeholder engagement efforts. Accomplishments include:

  • Conducting an “as-is” assessment of the Framework agencies and documenting existing technology and business processes
  • Submitting an Advanced Planning Document to the federal government to receive matching funds and outline a plan for aligning multiple interoperability projects
  • Establishing a governance model and producing a handbook including attributes of effective governance
  • Assembling the Framework Executive Steering Committee (ESC) and preparing agency and project leaders to make decisions about the enterprise
  • Convening the general counsels and chief information officers through the ESC Subcommittees to identify legal and technological barriers to data sharing
  • Educating almost 2,000 providers, advocates and consumers about the Framework, and enlisting approximately 100 champions to serve as local ambassadors

The first phase also included several smaller projects that established the Framework as a key go-to resource for the enterprise, providing critical support to agencies in need of technical, strategic planning or stakeholder engagement expertise for cross-agency initiatives. Accomplishments include:

  • Supporting the Governor’s Office of Health Innovation and Transformation (GOHIT) with focused management services
  • Assisting the Balancing Incentives Program (BIP) with a detailed system design and the Uniform Assessment Tool
  • Providing change management support for the Medicaid Management Information System (MMIS) upgrade, known as Illinois-Michigan Program Alliance for Core Technology (IMPACT)
  • Providing stakeholder feedback and analysis on the Colbert Consent Decree
  • Creating a roadmap and providing ongoing support for Child Support Modernization
  • Developing stakeholder-recommended language for the Application for Benefits Eligibility (ABE) and Get Covered Illinois website
  • Producing an Implementation Advanced Planning Document for the Illinois Health Information Exchange (ILHIE)

Phase Two: Developing Enterprise Shared Services for Optimizing Resources

The Framework’s next phase will focus on preparing to implement solutions that can be utilized by the entire healthcare and human services enterprise. In this phase, the Framework will consider new shared application services to address the agencies’ common needs while maximizing state investments. In the next phase, the Framework’s planning, governance and stakeholder engagement efforts will:

  • Set a path for the development of an Enterprise customer Directory for more efficient and accurate identity verification so that agencies can identify shared clients and coordinate services
  • Explore Customer Relationship Management tools to give service providers better decision-support and greater ability to collaborate on case management
  • Launch additional ESC Subcommittees to continue the development of a robust enterprise governance structure
  • Provide change management, communications and stakeholder alignment support for the Illinois-Michigan Program Alliance for Core Technology (IMPACT)
